For the first question, you have to remember Musk is using borrowed money instead of his own and it's typical for billionaires to write off losses like this on their income tax (which is why he hardly pays any). As for the second, I think Musk is still trying to understand whether his new Twitter employees are sufficiently productive to continue paying them. That's really hard to do when people are working from home.
