Interesting. I'll have to file the bit about tectonic weapons away in my mental rolodex. Seems a little out there, but who knows. I'd be more inclined to think an earthquake could be triggered with a deep underground nuke than with anything else.
My sense is that the technology is real but not well developed. I think there probably are lots of HAARP attacks that "misfire."
